Anakpawis Party-list Representative Ariel Casilao praised President Duterte for signing the Republic Act No. 10969 or the Free Irrigation Service Act into law, saying it is the best tribute to the sacrifices of the Filipino farmers.
“We give credit to the President for signing the bill but most of all, we give the most credit to millions of farmers who without their collective assertion, the proposed bill will not be realized,” the Manila Times quoted Casilao as saying.
He added that the free irrigation service law is a major step in the campaign to better the lives of farmers.
The newly enacted law exempts all farmers with landholdings of eight hectares or less for paying irrigation service fees (ISF).
Likewise, the National Irrigation Administration will erase from its books all the unpaid ISF and corresponding penalties as well as loans, past due accounts and corresponding interests and penalties of the association of irrigators.
Davao City Rep. Karlo Nograles said the free irrigation law will boost agricultural production as it will unlock endless earning opportunities for the farmers.
